Audit Exposes Irregular Appointments: ICT Commissioner Randhawa, CDA Chairman Approved Rs19.2bn Projects Without President’s Nod
Report cites violation of President Order 18 of 1980; Cap Anwarul Haq’s appointment also termed irregular
ISLAMABAD: A new audit report has flagged serious irregularities in key appointments in the federal capital, revealing that Muhammad Ali Randhawa was appointed as Commissioner Islamabad Capital Territory (ICT) without the mandatory approval of the President of Pakistan.
According to the audit team, Mr. Randhawa also held the additional charge of Chairman Capital Development Authority (CDA) and approved development projects worth Rs19.2 billion during his tenure.
The audit observed that his appointment as Commissioner ICT was in direct violation of President Order No. 18 of 1980, which clearly states that the appointment of the ICT Commissioner lies exclusively with the President of Pakistan.
The report further termed the appointment of Cap Anwarul Haq as irregular, noting that his posting was also made without the approval of the President, raising questions over administrative compliance in Islamabad’s top offices.
Legal experts say appointments made in violation of the President’s Order can render all administrative and financial decisions taken by the officers legally questionable. The Rs19.2bn projects approved by Randhawa as CDA Chairman may now face scrutiny.
The audit has recommended that the matter be referred to the competent authority for review and necessary action as per law.
